Soaring Seacliff enters tapped and grants a creature flying until end of turn — a one-shot evasion staple on a land that replaces itself in the mana base at zero card-slot cost. The catch is tempo: an Island that comes in untapped would almost always be stronger, so Soaring Seacliff earns its slot only when that flying trigger is doing real work, most convincingly in Otrimi, the Ever-Playful decks that need mutate targets to connect.

Otrimi, the Ever-Playful
Otrimi, the Ever-Playful needs its mutate package to hit players, and Soaring Seacliff converts any grounded creature into a flying threat the turn it matters most — no card spent, just a land drop.

Soaring Seacliff is a Commander card through and through — the one-shot evasion effect is too slow and too minor to matter in Legacy, Vintage, or Modern, where the opportunity cost of a tapped land is steep and combat tricks on land are essentially unplayed. In Pauper it's legal but competes against far more efficient common lands, so it sees virtually no play there either. Commander is where the math flips: you're already playing utility lands, games go long enough that a single flying grant can punch through lethal damage, and the zero-card-slot cost justifies the enters-tapped penalty. Outside of specific mutate or evasion-matters strategies, even in Commander it's a fringe inclusion — but for the commanders that want it, no other option delivers the same effect for free.

$0.11 bulk tier
At $0.11, Soaring Seacliff is deep bulk — the kind of card you pull from a commons box without thinking twice. It won't appreciate; the effect is too narrow and the supply too wide, so buy it for the deck that needs it and don't look for more out of it than that.
