Soar grants flying to a creature you control until end of turn — evasion on demand for one blue mana at instant speed. It's a combat trick, not a card, and in almost every format there are better ways to spend that slot.

In Commander, Soar is too narrow to justify a slot — a one-shot flying grant does nothing to advance a board state, win a game, or protect a piece, and the 99-card format demands more from single-use instants. Pauper is the one format where Soar could theoretically appear, in aggressive blue tempo shells that need to punch through blockers, though even there it faces stiff competition from cantripping or more permanent evasion options. Legacy and Vintage are both legal but irrelevant — no competitive shell in either format is looking for a one-mana flying grant with no attached value. Oathbreaker shares Commander's density requirements and the same verdict applies.
