Snow Hound returns a creature you control to your hand — that's its entire game, and it only matters if you're running something that wants to be bounced repeatedly, like Wormfang Manta. Outside of dedicated flicker or bounce-abuse shells, a 1/1 for 2W that does nothing on its own is not a card.

Snow Hound is legal in Commander, Legacy, Vintage, and Oathbreaker, but 'legal' and 'playable' are different things. In Commander, it sees fringe play in bounce-loop strategies where returning your own creatures is a resource — think extra-turns engines or enter-the-battlefield value chains. Legacy and Vintage have access to far more efficient bounce effects, so Snow Hound has no realistic place there. Oathbreaker follows the same logic as Commander: niche at best, only if the gameplan specifically rewards self-bounce.
