Slow Motion locks a creature out of combat by costing its controller a card every upkeep just to keep it in play — and when they finally stop paying, the enchanted creature bounces itself. It's a soft lock that doubles as inevitability, and at two mana it's a real rate for any blue control shell.

In Commander, Slow Motion is a niche but functional piece of attrition: slap it on the most threatening creature at the table and force a tax that compounds over a long game. Legacy and Vintage have it legal but would never touch it — too slow, too much setup for formats that end by turn three or four. Pauper is where Slow Motion sees its most honest competition, and even there it sits on the fringe of control sideboards as a way to neutralize a must-answer threat without spending hard removal. Oathbreaker's smaller life totals and faster clock make the bounce-on-removal clause feel more punishing, which bumps its playability a notch.
