Skeletal Swarming turns every Skeleton you control into a 2/2 token factory at end of combat, then buffs all your Skeletons with trample and an additional +1/+1 for each other Skeleton you have — the board snowballs fast. Five mana is a real ask for an enchantment, but in a dedicated Skeleton tribal shell it pays off within one or two attacks.

Commander is the natural home for Skeletal Swarming — tribal enchantments live and die by how many synergy pieces you can stack, and a 100-card singleton format gives you the density to build around Skeletons properly. In competitive 60-card formats like Modern and Pioneer the card is legal but practically invisible; five mana for a combat-dependent enchantment that does nothing the turn it lands isn't a tempo play any of those formats want. Legacy and Vintage are similarly uninterested. Skeletal Swarming is a Commander card through and through, and it's specifically good in the decks that flood the board with Skeletons rather than those just splashing a few.
