Commander is where Siren of the Silent Song actually earns its slot — the triggered ability hits all opponents simultaneously, so a three- or four-player table multiplies its value in a way no 1v1 format can match. In Legacy, Modern, and Pioneer it's legal but functionally irrelevant; a 2/1 flier for three that triggers only on your upkeep can't compete with the interaction density those formats demand. Vintage is the same story. Oathbreaker is the one fringe exception, where planeswalker-centric mill builds might find room for it, but even there the card is slow.
