In Legacy and Vintage it's too slow and too low-impact against dedicated combo or tempo decks that punish two-mana do-nothing plays. Modern and Pioneer have enough interactive instant-speed options that Siphon Insight rarely makes the cut outside of niche theft-themed builds. Oathbreaker, like Commander, gives it enough targets to justify the slot.
