Sinking Feeling locks down a creature permanently as long as it stays enchanted — the target can't untap, and its controller pays one mana per counter to activate anything, which shuts down mana dorks and tap-based threats cold. The ongoing drain makes it uniquely punishing in Tui and La, Moon and Ocean decks that want to flood the board with aura-based soft locks.

In Commander, Sinking Feeling earns its slot in decks that want a repeatable soft lock on a problem creature — it doesn't answer the threat, but it taxes and stalls indefinitely at one mana. In Pauper it's a legitimate option in aura or control shells where the cumulative payment clause can strand an opponent's key engine piece. Legacy and Vintage have far more efficient answers, so Sinking Feeling doesn't see play there. Outside combo or aura synergy contexts, a hard removal spell does the same job without the ongoing conditional.
