Silver-Fur Master is a Commander card first and foremost — the Ninja and Rogue type density required to make it matter simply doesn't exist in competitive older-format metagames. In Modern and Legacy, tribal Ninja shells are fringe at best, and the two-mana 2/2 body doesn't justify inclusion without a critical mass of type overlap. Pioneer is legal but the same problem applies: the creatures that benefit are scattered across sets with no competitive anchor.
