Silent Attendant gives you one life per upkeep — a trickle so slow it rarely matters on its own — but it exists almost entirely to be exploited by Agatha's Soul Cauldron and similar activated-ability engines that turn that tap ability into something worth copying. Without a combo shell propping it up, it does nothing a real life-gain card couldn't do better.

Silent Attendant is a fringe card in every format it's legal in, and that list is short: Commander, Legacy, Vintage, Pauper, and Oathbreaker. In Pauper it has the most theoretical footing, where common-only card pools make tap-for-value creatures more meaningful, but even there the life gain rate is too glacial to matter without redundant untap effects. Commander is its real home — not because the effect is powerful, but because that's where Agatha's Soul Cauldron-style engines, infinite untap loops, and persist-combo shells are plentiful enough to make Silent Attendant's humble tap ability relevant. Legacy and Vintage have access to strictly better options and will never touch it.
