Rafiq of the Many
Rafiq of the Many already wants one creature swinging alone to stack exalted triggers, and Sigil of Valor layers a bonus on top of that — in a deck full of exalted permanents, the equipped creature enters combat with both a stacked power bonus and a Sigil pump.

Sigil of Valor is a Commander card — full stop. The ability only fires meaningfully when you're attacking with a wide board but sending one creature through alone, a rhythm that comes up naturally in exalted builds, extra-combat loops, and Voltron strategies but almost never in the tempo games of Modern or Pioneer. In those formats, a 1-mana equip with a conditional +X/+X and a 2-mana equip cost doesn't clear the efficiency bar when opponents are interacting on turn two. Commander's multiplayer math and longer games give Sigil of Valor the time it needs to accumulate value, and the format's abundance of go-wide decks means the bonus is routinely large.
