Siege Modification is a Commander card through and through — the payoff scales with singleton Vehicle shells that have time to set up, and the commanders who want it most exist only in that format. In Modern and Pioneer it's legal but essentially unplayed; a three-mana Aura that relies on a Vehicle staying on the battlefield is too fragile and too slow against interactive decks that answer both pieces with a single removal spell. Legacy and Vintage offer no real home either, since Vehicles are absent from those metagames entirely. Stick to Commander, specifically any deck where animating a Vehicle unconditionally generates a meaningful, repeatable threat.
