Shock Brigade is legal across every major format, but Commander is where it actually gets played. In 60-card formats the effect is underpowered — three mana for a 3/2 with a one-turn anthem is a bad rate when Goblin decks have access to more efficient payoffs and competitive red aggro doesn't want a sorcery-speed setup card. In Commander, Shock Brigade is a niche but real finisher in token-heavy or attack-trigger strategies: haste granted to ten creatures on board is a different card than haste granted to two. Outside of those specific shells, it doesn't make the cut.
