Shivan Emissary sees essentially no play in any format where it's legal. In Commander, five mana for a 2/2 with unconditional removal attached is the floor for acceptability, and cards like Ravenous Chupacabra and Shriekmaw do the same job on a better body or at a lower cost. Legacy and Vintage have no interest in it — those formats never cast five-mana creatures for single removal. Shivan Emissary's only realistic home is deep budget Commander lists that genuinely need another removal body and have exhausted better options.
