Shiny Impetus is a Commander card through and through — the goad mechanic only matters in multiplayer, where redirecting a 7/7 for two mana and banking a Treasure is a real tempo play. In Legacy and Vintage, where it's technically legal, it does nothing competitive: sorcery-speed enchantments that don't affect the board immediately are unplayable in those formats. Pauper is the one fringe case worth noting — it's legal there, and a two-mana removal-lite effect with upside occasionally shows up in casual Pauper pods, though it's not a staple. Stick to Commander, where Shiny Impetus is actually doing what it was designed to do.
