Shimmer locks a land type out of untapping for as long as you keep paying two mana per upkeep, effectively shutting down entire color bases mid-game. The ongoing cost is real, but the payoff — stranding opponents on dead mana — is worth it in any blue deck built to exploit mana disruption.

Commander is where Shimmer earns its reputation, particularly in stax and control shells that can sustain the upkeep while opponents scramble for colored mana. Legacy and Vintage are legal formats but too fast for a four-mana enchantment with a cumulative cost to matter — Shimmer doesn't survive the speed of those environments.
