Shifting Shadow turns any creature into a rolling dice-roll threat — it kills what it enchants, then reattaches to whatever drops out, creating a chain of free creatures that your opponents have to answer every single turn. The cost is real: you have no control over what you're getting, and hitting a mana dork when you needed a closer ends the fun fast.

Shifting Shadow is a Commander card through and through — the slow, cumulative value of chaining creatures every upkeep is exactly what 100-card singleton games reward, and the variance is far less punishing when your deck is built around it. In Legacy and Vintage it's legal but sees no play; three mana for an enchantment that might miss is nowhere near the power bar those formats demand. Oathbreaker is the one fringe case where it could show up, since 60-card oathbreaker lists built around a creature-heavy game plan can exploit the chain similarly to Commander.
