Commander is where Shield of Duty and Reason actually matters, and only in Aura-centric decks — outside of Light-Paws, Emperor's Voice, the protection rarely justifies a deck slot. In Pauper it's legal and the zero mana cost is real, but protection from white and black covers only two of the five colors, which limits its utility as a combat trick or protection piece. Legacy and Vintage have access to it, but neither format has a shell that wants a zero-mana Aura for its own sake — it would need a broken cast trigger to matter, and those shells don't exist at competitive tables.
