Shattered Perception lets you discard your entire hand and draw that many cards — a full wheel for just three mana if you have anything to throw away. In a dedicated discard-matters shell, especially one led by Rielle, the Everwise, that cost is effectively free value.

Shattered Perception lives almost entirely in Commander, where wheel effects are most powerful and the discard-matters payoffs that justify it are most plentiful. In Legacy and Vintage it's legal but has never found a home — Wheel of Fortune and Windfall do the same job faster and without the discard-first requirement. Modern decks that want this effect have better redundancy options and don't need a three-mana sorcery that does nothing if your hand is empty. Commander is the format where this card earns its slot.
