Shattered Landscape is a Commander card first — the cycling-matters commanders that give it meaning are all in that format, which explains the 50%+ inclusion in the most popular shells. In Pauper, it sees occasional play in cycling-combo decks that need every trigger they can find at common. Legacy and Vintage have access to far more powerful cycling payoffs and land fetchers, so Shattered Landscape doesn't make the cut there — the competition is simply too stiff. Pioneer and Standard players don't have access to it at all. If you're not building around a cycling commander, there's no reason to run Shattered Landscape over a basic.
