Shapeshifter's Marrow is a Commander card through and through — the mechanic literally targets the command zone, which only exists in that format. In Legacy and Vintage it's legal but has zero competitive application; no one is running a three-mana enchantment that does nothing in a format without commanders. Commander is where Shapeshifter's Marrow earns its slot, particularly in blue control or chaos decks that want to neutralize opposing commanders without destroying them, since theft and transformation effects sidestep indestructible and protection. The randomness of the copy effect is a real drawback — you might turn a Krenko, Mob Boss into an even scarier threat — but the consistent pressure it applies every upkeep makes it a legitimate political and disruptive tool.
