Shapeshifter's Marrow forces your opponent to exile the top card of their library at the start of their upkeep and transforms their commander into a copy of it — permanently, until they pay the commander tax to recast it from the command zone. Three blue mana for a repeating identity-erasure effect on the most important creature at the table is a real rate, but its ceiling depends entirely on how commander-reliant your opponents are.

Shapeshifter's Marrow is a Commander card through and through — the mechanic literally targets the command zone, which only exists in that format. In Legacy and Vintage it's legal but has zero competitive application; no one is running a three-mana enchantment that does nothing in a format without commanders. Commander is where Shapeshifter's Marrow earns its slot, particularly in blue control or chaos decks that want to neutralize opposing commanders without destroying them, since theft and transformation effects sidestep indestructible and protection. The randomness of the copy effect is a real drawback — you might turn a Krenko, Mob Boss into an even scarier threat — but the consistent pressure it applies every upkeep makes it a legitimate political and disruptive tool.
