Serum Powder does one thing: let you mulligan away entire hands that contain it, replacing them fully rather than going down a card. Outside of Eldrazi and Leyline decks built around seeing specific cards in the opening hand, it's a colorless mana rock that costs three and taps for one — a bad deal.

Serum Powder is a Legacy and Vintage staple exclusively in Eldrazi decks, where finding Eldrazi Temple or Eye of Ugin in the opener is worth dedicating four slots to a narrow card. In Commander, the effect almost never justifies the inclusion — you mulligan once or twice at most, and Serum Powder only triggers on the mull itself, not on command. The niche exception is a Commander deck built around a mandatory opening-hand piece, like a Leyline or a specific combo enabler, where the consistency gain outweighs running a weak rock. Oathbreaker shares that logic but with a 60-card deck and more aggressive curves, making the calculus slightly friendlier.
