Serra Bestiary locks down a creature completely — no attacking, no blocking, no activated abilities — as long as you keep paying two mana each upkeep. That ongoing tax is the whole problem: opponents see it coming, and any mana pressure or enchantment removal ends the lock immediately.

In Commander, Serra Bestiary is outclassed by every comparable option — Imprisoned in the Moon, Song of the Dryads, and Darksteel Mutation all answer a threat permanently without a recurring cost. Legacy and Vintage have access to the same superior enchantments and move too fast for a two-mana-per-upkeep lock to matter. Pauper is the one format where Serra Bestiary could theoretically see play, since the card pool for repeatable creature removal at common is thinner, but even there the upkeep cost makes it fragile against any aggro clock.
