Serpent Skin gives a creature regeneration for three mana and can be cast for just one green to enchant a creature you already control — cheap protection that repeatedly saves your key pieces from destruction. It's narrow by Commander standards, but in formats or decks where creature investments need shielding, it punches above its price.

Serpent Skin is a fringe card across every format it's legal in. In Commander, regeneration is a second-rate form of protection compared to hexproof or indestructible, since board wipes that say 'exile' or 'destroy all creatures that can't be regenerated' invalidate the whole investment — still, it finds a home in green-heavy decks that want cheap, repeatable protection for a single critical creature. In Pauper, the one-mana enchant cost makes it more competitively interesting, and the common slot matters in a format where efficient protection is scarce. Legacy and Vintage have zero use for Serpent Skin given the raw power density of those formats.
