Senseless Rage is a fringe card in every format it's legal in, and its home is Commander, specifically Anje Falkenrath builds that want critical mass of madness cards to keep Anje's engine running. In pauper it's theoretically castable in a madness aggro shell, but the competition at common for one-mana (or free) Auras is thin and the payoff modest. Legacy, Modern, and Pioneer have faster, more resilient threats than a creature wearing a +2/+2 Aura, so Senseless Rage doesn't show up there outside of dedicated madness brews that rarely compete at those tables. The zero madness cost is the entire argument for playing it — without a discard outlet in play, it's a vanilla Aura you'd never run.
