Selesnya Guildmage offers two mana sinks on one body — token generation and a pump effect — that reward you for having mana open at any point in the game. The cost is that neither ability is efficient on its own, so it earns its slot only in decks that can flood the board and threaten lethal in the same window.

In Commander, Selesnya Guildmage fits token-go-wide strategies that want a late-game mana dump after establishing a board — it's not a staple, but it does real work alongside Rhys the Redeemed or Jetmir, Nexus of Revels when you're staring down a full grip and twenty open mana. In Legacy and Vintage, the competition at two mana is brutal and neither ability is remotely close to format-playable, so Selesnya Guildmage sees essentially no representation there. Modern has similar problems — two-mana creatures need immediate impact, and a pair of activated abilities starting at three mana does not qualify. It's a Commander card through and through.
