Sejiri Refuge is a Commander staple in its niche — it shows up almost exclusively in decks that care about incremental life gain, particularly Azorius builds where the color fixing is worth accepting the enter-tapped penalty. In Legacy and Vintage it's functionally unplayable; those formats punish tapped lands with extreme prejudice and the 1-life rider doesn't come close to compensating. Modern is legal but similarly hostile — fetch-shock manabases make Sejiri Refuge look like a draft leftover. Commander is the one place the card earns its keep, and even there it's a role-player, not a staple.
