Seer's Vision gives your commander a continuous Peek effect on your opponents' hands plus a Preordain-style top-deck filter every upkeep — all for three mana and no ongoing cost. It's a legitimate value enchantment in Dimir shells that want both information and selection.

Commander is the only format where Seer's Vision earns a slot, and even there it competes hard against cheaper or more explosive draw engines. The three-player information advantage is real — knowing two opponents' hands at once changes how you sequence spells and target removal. Legacy and Vintage are legal but the card has never seen play there; the effect is too slow for those formats. In Oathbreaker the smaller table shrinks the information upside significantly, making it a fringe include at best.
