In Legacy and Vintage, it's legal but the competition is too stiff: three-mana Snapcaster lines and Force of Will interactions leave little room for a four-mana conditional copy effect. Modern and Pioneer offer more space, but See Double demands a spell-heavy or permanent-copy shell to justify the slot, and those decks generally prefer redundancy over power spikes.
