Whenever you play a card with the same name as one of the exiled cards, you may put one of those cards with that name into its owner's hand. Then if there are no cards exiled with this enchantment, sacrifice it. If you do, take an extra turn after this one.

Search the City asks you to exile five cards and then play five identical-named cards before it does anything — a setup cost so steep that most decks can't clear it without dedicated construction. In the niche shells that can, it generates card advantage and repeated free spells, but outside those shells it's a five-mana enchantment that sits on the battlefield doing nothing.

Search the City is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but competitive play in any of those formats has no interest in it. In Commander, where redundancy and self-mill themes are easier to support, Search the City occasionally appears in decks that run many copies of the same card by name — think Relentless Rats or Shadowborn Apostle builds — where the five-match threshold is actually reachable. Everywhere else, five mana for a delayed, conditional payoff is simply too slow and too fragile to earn a slot.
