In Commander, Sea's Claim earns a slot almost exclusively in decks built around land theft — think Taniwha or Wrexial, the Risen Deep strategies that weaponize opponents' permanents. Pauper is the format where it sees the most genuine play, slotting into Mono-Blue control and tempo lists as a way to cut an opponent off a color for a critical turn. Legacy and Vintage have access to far more broken one-mana plays, so Sea's Claim doesn't compete there. Pioneer and Standard aren't in the picture.
