In Commander, Sea Legs is a fringe inclusion: islandwalk is only relevant against blue players, and spending a card to nerf one blocker by two power rarely moves the needle in a four-player game. In Pauper, the common slot is too competitive for a conditional aura with no immediate card advantage. Legacy and Vintage don't want it at any cost. The one shell where Sea Legs earns consideration is a Merfolk or pirate-tribal Commander deck leaning on evasion, where the islandwalk grant stacks with other payoffs — but even there, it's the last card in and the first card cut.
