In Commander, Scout's Warning earns its slot in white decks that want to drop creatures at instant speed — either to ambush attackers, dodge sorcery-speed removal, or land a piece in response to a critical moment. Legacy and Vintage have access to faster, more powerful cantrips and rarely need this effect, so Scout's Warning doesn't compete there.
