Scaled Nurturer is a Commander card through and through — Dragon tribal is an EDH staple archetype, and the card's payoff scales directly with the number of Dragon ETBs you can generate in a single game, something Commander enables far better than any 60-card format. It's legal in Legacy and Vintage but sees no meaningful play there; Dragon tribal isn't a competitive archetype in either format, and two-mana creatures that only produce value on tribal triggers don't clear the bar. Pauper is the one other format worth noting — Scaled Nurturer is legal at common, but the format's Dragon density is minimal, so the card is dead on arrival outside of a novelty build.
