Sarkhan's Resolve turns any Dragon you control into a lethal attacker by granting double strike and trample for a turn — the kind of swing that closes games out of nowhere. At three mana as an instant, the rate is fair enough that Dragon-tribal Commander decks will find real use for it.

Sarkhan's Resolve is essentially a Commander card — specifically a Dragon-tribal Commander card — and everything else is academic. In 60-card formats it competes with pump spells that cost less or do more, and Dragons aren't a dominant creature type in competitive Modern, Pioneer, or Legacy lists, so it rarely sees play there. In Commander, slapping double strike and trample onto a Dragon like Utvara Hellkite or Atarka, World Render for a single combat can end a player outright, and the instant speed means opponents can't dodge it by blocking early.
