Runeboggle counters a spell and replaces itself — the card draw is the whole reason to consider it. The problem is that three mana for a hard counter with a minor upside is below rate in every format that cares about counterspells.

Runeboggle is a bulk counter in every format it's legal in, and that's the short version. In Commander, three-mana counters need to do something dramatic to earn a slot — Runeboggle drawing a card is fine but not dramatic, and pods with counterspell-tribal themes (Talrand, Baral) still prefer Counterspell, Arcane Denial, or Swan Song at lower costs. In Pauper, the common card pool is deep enough in efficient interaction that Runeboggle sits below the cut line there too. Legacy and Vintage don't need elaboration — Force of Will exists.
