Commander is the only format where Rulik Mons, Warren Chief is doing real work — as a Goblin tribal engine in the command zone or in the 99 of a Goblin deck, the cumulative token production across a long game is where the card earns its slot. In Modern and Legacy, three mana for a 3/3 that makes tokens only on attack is well behind the power curve of dedicated Goblin packages, and neither format's Goblin lists want this effect at that cost.
