In Commander, Rubblebelt Maaka earns its slot only in dedicated Bloodrush or combat-trick strategies — Wulfgar of Icewind Dale and similar attack-step commanders get the most out of the zero-mana activation, but even there it competes with effects that scale harder. Pauper is where Rubblebelt Maaka sees the most legitimate play, functioning as a free pump spell in aggressive red decks that can threaten lethal out of nowhere.
