Road Rage is legal across every major constructed format but sees effectively zero play outside Commander — a two-mana sorcery-speed pump spell doesn't survive contact with Modern or Pioneer's threat density. In Standard it's similarly outclassed by more efficient options. Commander is where it earns its keep, specifically in Balthier and Fran and other Izzet or Boros instant-and-sorcery-matters builds where every spell that targets a creature you control has to pull double duty as a trigger and a combat tool. Outside those commanders, there's no compelling reason to run Road Rage over a cantripping spell or a permanent with equivalent utility.
