Commanders like Yargle and Multani turn it into an instant-speed fifteen-card draw with a free spell attached, and even modest boards routinely net six to eight cards; the six-mana cost is the only real argument against it, and in green that's rarely a problem past turn four.

Rishkar's Expertise is a Commander card in practice — the six-mana cost is largely irrelevant in a format where games routinely reach turns seven and eight, and the free cast clause is at its most explosive when commanders routinely hit four, five, or ten power. In Modern and Pioneer it sees essentially no play; six mana is too slow for those formats, and decks with large creatures in those contexts have faster ways to generate advantage. Legacy and Vintage have the speed problem even worse, and neither format is looking to draw cards at sorcery speed for this much mana. Commander is where Rishkar's Expertise belongs, and inside that format it earns its slot in virtually any green deck that puts a sizeable body on the table.
