In Commander, Revolutionary Rebuff is most at home in the early turns of a fast game — countering a Sol Ring, a Rhystic Study, or a two-mana tutor before anyone has spare mana to pay the tax. Once the game hits the mid-to-late stages, opponents routinely have two mana floating, and the card becomes unreliable. Pauper is where Revolutionary Rebuff earns more consistent respect, since mana is tight and the tax clause bites harder across a 20-life format.
