The six-mana cost is real, but in spellslinger shells that want a Storm-Kiln Artist trigger and a rebuying target in the same turn, the tempo hit pays for itself.

Commander is where Returned Pastcaller lives — spellslinger and reanimator decks both want what it does, and the singleton format tolerates the high mana cost better than anything else. In Legacy, Modern, and Pioneer it's simply too slow; a six-mana 3/3 that recurs one spell doesn't compete with the pace of those formats, and more efficient recursion exists at every price point. Oathbreaker can work if your signature spell is an instant or sorcery worth replaying repeatedly, but the window is narrow.
