Return of the Nightstalkers is a Commander card through and through — the graveyard recursion and mass removal stapled together only pull their weight in a 100-card singleton game where you've had time to stock the bin with Nightstalkers. In Legacy and Vintage, where it's technically legal, five mana at sorcery speed for a tribe-locked board wipe doesn't compete with anything in those formats' actual threat landscape.
