Resounding Roar gives a creature +3/+3 until end of turn — and if you cycled it for five mana instead, that buff hits every creature you control. A situational combat trick with a splashy ceiling, but five mana at sorcery speed for a board-wide pump is too slow for any format where that matters.

Resounding Roar is a bulk common in every competitive format it's legal in, and that won't change. In Commander, the cycling mode can close out a combat in multiplayer when you're already ahead on board, but five mana at sorcery speed is a steep ask when Craterhoof Behemoth exists at the same price point on the curve. Pauper is the only format where it could plausibly see fringe use, slotting into green go-wide decks that run out of gas and need a finisher that doubles as a late draw — but even there, it rarely makes cuts. Legacy and Vintage have no interest.
