In Legacy and Vintage it's legal but faces stiff competition from Force of Will, Mana Drain, and Counterspell — the casting cost is too clunky for those formats' tempo demands. Reinterpret is not legal in Modern, Pioneer, Standard, or Pauper, so the audience is effectively Commander and Oathbreaker, both of which are forgiving enough of the double-blue cost that the upside shines.
