Red Scarab gives a target creature -2/-1 until end of turn and costs a single blue mana — narrow enough that you'll only ever sleeve it when red decks are consistently across the table. It's sideboard-only tech that does exactly one job, and outside that matchup it's a dead card.

Red Scarab is a Legacy and Vintage legal card that sees essentially zero competitive play in either format — the effect is too conditional and too small. In Commander, it's a meta call: if your table runs heavy red (Krenko, Mob Boss, Prossh, Skyraider of Kher, Purphoros, God of the Forge), Red Scarab can shave a creature out of a critical combat or tempo a threat for a turn, but 100-card singleton makes it too situational to justify a slot in most lists. Oathbreaker's smaller deck size doesn't rescue it either, since the same problem applies — one mana for -2/-1 is simply not efficient enough to earn a slot when you need every card to pull weight.
