Reclamation Sage enters, kills an artifact or enchantment, and leaves you with a 2/1 body on board — three mana for unconditional permanent removal attached to a creature is the kind of rate green has always been happy to pay. Galadriel, Elven-Queen decks in particular want it because every Elf that enters doing real work is worth more than a spell that disappears from the battlefield.

Commander is where Reclamation Sage does most of its work — artifact and enchantment hate is mandatory in a format where Smothering Tithe, Rhystic Study, and Sol Ring appear constantly, and a creature-based answer fits cleanly into any green creature-centric strategy. In 60-card formats like Modern and Pioneer, it's squeezed out by Boseiju, Who Endures and Haywire Mite, which answer permanents at instant speed or for less mana — Reclamation Sage is too slow and too fragile to see serious constructed play there. Legacy and Vintage have the same problem compounded by the speed of the format. Oathbreaker mirrors Commander closely enough that the same read applies: if your signature spell is green and your deck runs creatures, Reclamation Sage is a reasonable include.
