Ray of Frost taps a nonland permanent and keeps it tapped on your next untap step — effectively a two-turn lockout for 1U. It's a fine tempo play in the early game but a one-for-one that doesn't scale, which limits it to decks that specifically want to stall or abuse the frozen mechanic.

In Commander, Ray of Frost is a niche include — the tap-and-freeze effect is most useful when you're buying a critical turn against a threatening creature or locking down a key utility permanent, but one-for-one interaction at instant speed rarely justifies a slot in a 99-card deck unless your commander rewards it.
