Ray of Dissolution destroys an enchantment and gains you 3 life for three mana — functional, clean, and completely unremarkable. It does the job, but white has cheaper and more flexible enchantment removal at every rarity, so it rarely earns a slot.

In Commander, Ray of Dissolution occupies the bottom tier of enchantment removal — it works, but Disenchant costs one less mana and Aura of Silence pulls double duty as a deterrent. Pauper is where Ray of Dissolution sees the most plausible use, since the removal pool is shallower and the life gain can matter against aggressive decks. In Legacy, Modern, and Pioneer, the competition is simply too steep — enchantment answers at this cost need to either hit multiple permanent types or cost less, and Ray of Dissolution does neither.
