In dedicated spellslinger builds where Chandra, Fire of Kaladesh is already triggering off every instant and sorcery, the condition is almost always met, but outside those shells it's just a worse Lightning Bolt.

In Commander, Ravaging Blaze earns its slot only in heavy spellslinger decks where spell mastery is a near-certainty; the moment that condition is in doubt, scalable burn like Comet Storm does the job better. In Legacy and Vintage, the competition from Lightning Bolt and Searing Blaze is simply too stiff — paying two mana for conditional player damage doesn't clear the bar. Modern and Pioneer are similarly hostile; burn decks there demand efficiency that Ravaging Blaze can't guarantee. Oathbreaker is the one fringe case where a spell-heavy build might squeeze value out of it, but even there it's a fringe pick.
